Danam Nagender remark adds fuel to the fire

The State Assembly witnessed uproarious scenes for the second day today over yesterday’s remarks made by Agriculture Minister N Raghuveera Reddy against Leader of the Opposition N Chandrababu Naidu, forcing Speaker N Kiran Kumar Reddy to adjourn the House for more than half an hour.

The Telugu Desam, the main Opposition party, Telugu Desam, appealed to the Speaker to move a resolution on suspending Raghuveera Reddy as well as Health Minister Danam Nagender from the House for making `comments’ against them. TDP members staged a sit-in in the well of the House demanding dismissal of the agriculture minister from the Cabinet and an apology from him to their leader.

The agriculture minister’s reply to a question on services of model farmers during question hour led to heated arguments between the Congress and TDP members. When TDP members interrupted his reply demanding that they be allowed to speak on the matter, the minister said the members were creating a nuisance.

Adding fuel to the fire, Nagender, without holding a mike, asked the agitating TDP members to `shut up’.This led to a ruckus amidst which the Speaker adjourned the House for 10 minutes. The embers of yesterday’s Raghuveera’s comments did not die even after the House reassembled after half an hour. When the TDP members persisted with their demand for an opportunity to speak, the Speaker urged both the ministers and members to show restraint for a smooth conduct of the proceedings.

``I don’t expect any running commentary from the members, specially from the ministers. Ministers should be more restrained,’’ the Speaker said.Referring to the two-day suspension of TDP member E Dayakar Rao from the Assembly recently, TDLP deputy leader P Ashok Gajapathi Raju urged the Speaker to take a similar action against the ministers concerned either by suspending them from the House or censoring them.

Irritated by the TDP member’s argument, Finance and Legislative Affairs Minister K Rosaiah dared the Opposition to move a resolution on their demand. He claimed that suspension of Dayakar Rao was not `one-sided’. He even threatened to leave the House if the Speaker did not stop members from making `running commentary’. ``We (Government) will not agree that the House should be run as per Opposition members’ wish,’’ he asserted.

Sensing further trouble in the House, the Speaker made it clear that he would not allow members of the two sides to speak on the issue.

I will wind up the party PRP : Chiranjeevi

“I will wind up the party if people want me to do so but not if a couple of newspapers want to,’’ Praja Rajyam president Chiranjeevi has said.

Dismissing a report in a newspaper that the PRP leadership was thinking of shutting shop, he told reporters here today that if the party did not pick up strength, he would not mind forging alliances with other parties. He, however, did not name the party or parties he had in mind.

Charging two vernacular dailies with launching a vicious campaign against the PRP, he said a section of the media was writing adverse reports to create doubts in the minds of people. ``But people are with the PRP. If I go to districts a large number of people will follow me. I had to defer my tour programme in view of the Assembly session. I will go to people soon.’’

Some MLAs met party general secretary Allu Aravind last night to discuss their future, Chiranjeevi admitted. But none of them wanted Aravind to wind up the party as reported by the media.Internal differences were common to all parties, the PRP chief said.

Curiously, Aravind was not present at the press conference today to explain what exactly had happened the night before.Referring to TDP president N Chandrababu Naidu’s repeated remarks that the PRP was a `smaller party’, Chiranjeevi wanted to know what a smaller party meant. ``The Congress had only 26 MLAs in 1989 and the TDP 46 in the previous House.

Are they smaller parties by that yardstick?’’ he questioned.“I have launched the party and got 70 lakh votes in just eight months. By publishing adverse reports, the media is hurting the sentiments of 70 lakh people. A section of the media, which has a personal agenda of controlling the seat of power, seems to have vowed to eliminate the PRP,’’ Chiranjeevi said.

“Should only two parties exist in the State? Should a third party not emerge?’’ the leader of the fledgling party wondered. One crore PRP flags would be hoisted across the State by 2010, declared Katti Padma Rao, a leader of the party.

My party MLAs are solidly behind me: Chiranjeevi

Ruling out reports about the likelihood of Praja Rajyam MLAs joining other parties, party chief Chiranjeevi on Wednesday said that all the 18 legislators were solidly behind him.
"I am perplexed why the media is going to town daily with reports that PRP MLAs are likely to jump into other parties. The media seems to be specifically targeting MLAs from one district per day. None of the reports is true and all the MLAs are very much with me," Chiranjeevi told a group of reporters here. He quipped that the vernacular newspapers might well carry a story saying he too would be switching over to some other party one day.Chiranjeevi said the PRP was being deliberately targeted by the media with the only intention of weakening it.
But people of the state are solidly behind me. History will be re-written if I undertake a complete tour of the state. I will take PRP to the number one position in the next four and a half years, he said.
Maintaining that he did not float the Praja Rajyam Party with any political ambitions or vested interests, Chiranjeevi said that serving the people was his only agenda.

PRP MLAs want to merge with Congress!

At one end Chiranjeevi is ruling out his party MLAs joining other parties, but his party MLAs are putting lot of pressure on him and Allu Arvind to merge the party with Congress.
Several MLAs from PRP have met Allu Arvind last night until mid night and discussed an option to merge the party with Congress party. Per news papers, Allu asked for a month time to decide on party’s stand on it.
But Chiranjeevi seems not accepting the speculations on this. The media seems to be specifically targeting MLAs from one district per day. None of the reports is true and all the MLAs are very much with me," Chiranjeevi told a group of reporters at the Assembly lobbies here today.
He quipped that the vernacular newspapers might well carry a story saying he too would be witching over to some other party one day.Chiranjeevi alleged that the PRP was being deliberately targeted by the media with the intention of weakening it. But people of the state are solidly behind me.

Those two news papers conspired against PRP

The ‘two papers’ conspiracy is now being extended to the Praja Rajyam Party, if one goes by the news that has been appearing for over one week. The ‘two papers’ was first mentioned by the Chief Minister Dr Y S Rajasekhar Reddy, when he assumed charge for the first time in 2004. The two papers – Eenadu and Andhra Jyothi – have carried series of news reports against Dr Reddy and the Congress government. They even continue to do the same after the return of Dr Reddy to power.
Branded as the mouth pieces of Telugu Desam, both Eenadu and Andhra Jyothi have been openly writing stories against the Congress and the Chief Minister. They carried out intensive campaign against the Congress and Dr Reddy before the 2009 elections and created hype in favour of the Telugu Desam-led Grand Alliance.
However, even after the return of the Congress, the two papers continue to plant stories against the Congress and its government. Now, the columns of these two papers are filled with news that would damage the Praja Rajyam
Party. The two papers have been carrying news about the possibility of the PRP merging with the Congress. Taking strong exception to the news, PRP chief, Chiranjeevi, said the two papers have conspired to damage the party.
The Eenadu had come out with a lead story on the MLAs meeting with the party secretary, Allu Aravind, where in they have reportedly proposed to merge the party with the ruling Congress.
However, Chiranjeevi and other MLAs of the party have denied the report and alleged that Eenadu was trying to destroy the party to help the Telugu Desam come back to power.

Chiranjeevi grapples with calls for merger with Cong

A year after Telugu superstar Chiranjeevi entered Andhra Pradesh politics, his Praja Rajyam Party (PRP) has plunged into crisis with a section of legislators suggesting that he merge the party with the ruling Congress.
Barely three months after their election to state legislative assembly, five of the 18 PRP legislators want Chiranjeevi to merge the party with the Congress. The group discussed their proposal with Chiranjeevi’s brother-in-law and party general secretary Allu Aravind Wednesday night. The meeting continued till the early hours of Thursday and Aravind reportedly sought a month’s time to respond to their proposal.
Chiranjeevi, who had launched the PRP amid much fanfare in August last year, went into a huddle with party legislators Thursday morning. PRP leaders said that while some legislators may want to join the Congress or the main opposition Telugu Desam Party (TDP), the PRP was here to stay under the leadership of Chiranjeevi.
"There is no truth in the report. One or two MLAs may want to join the Congress or the TDP,
but the party is not depending on them," said PRP spokesperson Vasireddy Padma. She termed the speculation a conspiracy against the party. "PRP is here to stay under the leadership of Mr Chiranjeevi. He is determined to strengthen the party from the grassroots level on the slogan of social justice," legislator K. Kanna Babu told .
"Our leader has already made it clear that those who want to leave the party may do so but the party is here to stay," said Kanna Babu, also a close aide of the actor. Though the party suffered a setback, winning only 18 seats in the 294-member assembly and drawing a blank in the Lok Sabha polls, it polled 17 percent or seven million votes, he said.
Interestingly, Chiranjeevi had told reporters only a day ago that all legislators were with him.
"Vested interests are working overtime to ensure that the party disintegrates at the earliest to prevent it from asserting itself as a strong opposition party," he said.

Minister dig at Naidu disturbs peace in House

Are the Chief Minister, Dr Y.S. Rajasekhar Reddy, and the Leader of Opposition, Mr N. Chandrababu Naidu, responsible for disruption of Assembly proceedings?According to the BJP floor leader, Mr G. Kishan Reddy, tranquility prevailed in the House on Wednesday apparently because the two leaders were absent. While Dr Reddy is in New Delhi, Mr Naidu had skipped the initial part of the proceedings. The Assembly managed to get a lot of work done during the zero hour and the question hour. Reacting to the BJP member’s comment, the Speaker said the two leaders were important guiding forces for the Assembly and their presence was essential. However, later in the day, the agriculture minister, Mr N. Raghuveera Reddy, caused some tension with his indirect reference to Mr Naidu. Responding to a debate on drought, the minister wondered how a person could earn Rs 2,000 crore out of just two acres of land.Maintaining that he was a farmer and owns 200 acres, the minister said most of his family revenue came from different business avenues. “I would like to learn the tricks of making thousands of crores of rupees from agriculture,” he said. Mr Naidu, who had come to the Assembly by then, got angry. He signalled his members to register a protest. The deputy Speaker, Mr N. Manohar, announced that the minister’s comments would not go into records.

Govt taking steps on drought, Oppn wants notification

Leader of the Opposition, N Chandrababu Naidu today urged the ruling Congress in Andhra Pradesh to declare drought without standing on ’false prestige,’ even as Revenue Minister D Prasada Rao maintained that all steps were being taken on a war-footing to tackle the adverse seasonal conditions.
Taking a cue from nine other states, the Rajasekhara Reddy government should immediately notify drought in all the districts to press for liberal Central assistance to tackle the ’’worst-ever’’ drought, forcing 141 farmers to commit suicide in the last 50 days, Mr Naidu demanded, while taking part in a short duration discussion on the issue in the State Assembly.
The TDP Chief submitted to Speaker N Kirankumar Reddy, a list purportedly containing the names of farmers, who had ended their lives during the Congress regime.Later replying to the debate, Mr Rao said the government was not averse to declaring drought in the state.
It was pondering over whether to declare drought at one go or in phases depending on the situation obtaining in the state during southwest and northeast monsoon, he said, adding, ’’We have stepped up the economic growth in the last five years with the state receiving copius rains. We will prove now that we are capable enough to tackle the adverse seasonal conditions.’’
Declaration of drought would not matter as there was no scope for the state to get any additional funds over and above the formula evolved by the Planning Commission based on population of each state for release from the Central Relief Fund (CRF), the Minister pointed out.
’’The Chief Minister will review the situation again on August 19 and pool required funds under various heads to address the problem,’’ he asserted.

AP CM today claimed that his government had effectively handled

Andhra Pradesh Chief Minister Y S Rajasekhara Reddy today claimed that his government had effectively handled both forms of terror be it the Left Wing Extremism or the Lashkar-e-Taiba which were posing threats to law and order and internal security of the state.

Addressing the Chief Minister’s Conference to discuss Internal Security, Dr Reddy said Left extremism had been in existance for the last four decades with the People’s War Group being the dominant group. The emergence of Maoist Party in 2004 was the turning point because it provided an all India network and stature as a revolutionary party, he said.

The traditional land issues taken up by the naxalites were replaced by issues like globalisation and establishment of Special Economic Zones and displacement of population. The result was that their rural appeal had come down excepting in areas where construction, irrigation, mining and industrial activities were taking place.

AP, he said had evolved two organisations-- Special Intelligence Bureau to collect information on top cadres and be the nodal agency for anti-extremist policy and Grey Hounds, the commando units specially trained in jungle warfare. The success of both these agancies were significant with many top ranking underground leaders arrested or killed in encounters by the SIB.

He said in jungle areas, the Grey Hounds had neutralised several armed squads. However, the problem was not confined to AP, but beyond the states like Orissa and Chhattisgarh where Maoists were operating with all India command structure, whereas the states pursued different strategies with different levels of fighting.

Rewarding those who helped neutralisation of underground extremists with ex-gratia payments and employment to the dependant family member of victims was yielding good results.

Action plan was prepared for implementation of various developmental programmes like distribution of land, providing employment to unemployed youth, infrastructure facilities -- road connectivity, protected drinking water, construction of schools, colleges and hostels and electrification of remote rural areas to check extremist activities, the AP CM added.

Most derived support from poverty, hunger and lack of gainful employment as development was the best weapon to win the hearts, he said.He said the Government had given rights to 1,81,919 eligible tribal families to the extent of 12,71,729 acres of land till under the Traditional Dwellers Act 2006. The Government had initiated land development at 120,000 crore under NREGP for tribal families in the lands given to them. Rubber planationaton in 31,000 acres were taken to benefit 15,000 tribal population at the cost of 150 crore and coffee plantation in 1.04 lakh acrese to benefit 100,000 tribal families.

Talking on Lashkar terror, he said the last offence was in August 2007, in which 24 people were killed in twin blasts and the Government responded by creating an anti-terror commando organisation -- Octopus to function on the lines of NSG. The training for Octopus was nearing completion and the teams would be ready in a few days and would be deployed in important cities to protect iconic targets.

Dr Reddy said the state had 1000 km long coastline close to Bangladesh and Myanmar. The coast also had several vital installations like Sriharikota, Eastern Naval Command, Krishna Godavari basin and several major and minor ports. The state had set up six Marine Police Stations in the first phase and the Centre had provided funds for housing Police Stations, purchas of vehicles.

The infrastructure was very meager and the personnel have to be equipped with speedboats and other necessary gadgets, he added.

TRS walks out of Assembly over Babli issue

Members of the opposition Telangana Rashtra Samiti(TRS) today staged a walkout from the Andhra Pradesh Assembly, protesting the State Government’s failure to stop Maharashtra from going ahead with Babli and other barrages.

Dissatisfied with Major Irrigation Minister P Lakshmaiah’s reply on the steps taken by the Government in protecting the state’s interest on riparian issues with Maharashtra and Karnataka, TRS floor leader E Rajender led his party colleagues out of the House during Question Hour.

The TRS assailed the ruling Congress for not ensuring release of at least five to 10 TMC of Godavari waters to meet the drinking water shortage in drought-hit Telangana region.

Meanwhile, TDP legislator D Umamaheswara Rao rushed to the well of the House and disrupted the proceedings for some time, alleging that the Congress government was unable to protect the state’s interest as the Chief Minister’s family members were involved in the construction of a hydel power project across Krishna in Karnataka.

The TDP member returned to his seat only after Speaker N Kirankumar Reddy threatened to suspend him.Legislative Affairs Minister K Rosaiah assured the House that the Government would lead an all-party delegation to New Delhi after receiving an appointment from Prime Minister Manmohan Singh.

Varuna brings lighter moments to AP House

The Andhra Pradesh Legislative Assembly had some lighter moments today, with ruling and opposition members using the forum to outwit each other with their remarks on rain God ’Varuna’, which has been playing truant in the state.

Participating in a short duration discussion on drought, Communist Party of India(Marxist)(CPI(M)) member J Ranga Reddy sent the House into peals of laughter while sarcastically suggesting that ’’Agriculture Minister N Raghuveera Reddy be sent by the aircraft used for cloud seeding to tender an apology to the rain God, who has not showered his blessings on the state as he was upset with the ruling Congress for misusing funds allocated for it.’’

He also objected to Congress leaders boasting that the state had been witnessing copious rains in the last five years as the ’’rain God was with the Congress party.’’ The Agriculture Minister retorted to this saying, ’’I am ready to fly with CPI(M) member accompanying me to ascertain whether I had in fact apologised to Varuna.’’

Intervening Legislative Affairs Minister K Rosaiah said he was happy that a member from a party, which practised atheism, was believing in God. The ruling Congress, in fact, enjoyed the blessings of Lord Varuna and only because of this, the nation and the state had received good rains in the past, he added.

Dismissing as ’’superstition’’, the performance of ’’yagna’’ with state funds to appease the rain God, Lok Satta Party MLA Jayapraksh Narayan sarcastically suggested that Mr Rosaiah, instead of imposing taxes on people, perform ’’Yagna’’ to Goddess Lakshmi to fill the coffers and also propitiate Goddess Saraswati to find a solution to illiteracy.

Later, senior TDP legislator N Janardhan Reddy wondered whether the rain God had run away to neighbouring China
