Pension scheme a fraud on women: Naidu

TDP president N Chandrababu Naidu alleged on Friday that the pension scheme launched by chief minister Y S Rajasekhara Reddy would turn out to be another scam in the model of the Satyam Computers fiasco. The government has claimed that the scheme, launched on Friday, would help women in the age of 18-60.

Addressing a press conference, Naidu said as per preliminary estimates, the state government has identified less than 1,000 beneficiaries per district while the SHG membership runs into lakhs. It means that the pension scheme would benefit only about 23,000 beneficiaries when lakhs of them would be contributing to the scheme every month. This amounts to cheating the women, the TDP chief said.

He also took objection to the chief minister and Congress MP U Arun Kumar seeking votes for the party at a government function. He said the government also violated all norms and rules in issuing advertisements for the launch of the scheme. The department of information and public relations should not release advertisements to newspapers which do not have audit bureau of circulation (ABC) certificate about circulation figures and the advertisement should not be made to look like a news item. In this case, the advertisement was made to look as if it was the lead story and also has party symbol and photograph of Sonia Gandhi.

I&PR, Naidu said had issued two full page colour advertisements to the newspaper owned by the chief minister's son which had faked its circulation figures and does not have any certification. So far the government had spent about Rs 160 crore on advertisements to various newspapers but when it comes to paying of scholarships to SC,ST and BC students it says it does not have money.

Demanding action against the department head for issuing advertisements in violation of rules, Naidu said that the party would file a complaint with the Election Commission and will also file a case in the court.

The government function meant to launch `Abhayahastam' pension scheme for women self help groups (SHG) turned out to be a political propaganda platform with chief minister Y S Rajasekhara Reddy and Congress MP U Arun Kumar openly seeking votes for the Congress party.

The contributory pension scheme for the SHG members was launched on Friday at the Agriculture University in Rajendranagar, where a large number of women members were brought to the programme.

There are about 1.20 crore women in self help groups in the state and with the elections round the corner the scheme for these members was floated in December last year. “The government will introduce a Bill in the assembly on Monday for the scheme,” the CM said.

After showering praises on the chief minister, Arun Kumar said that "abhaya hastam, was not just an assurance to women but is also the election symbol of the Congress party, keep this in mind and till the polls are over, he said."

Reddy said that the scheme will bring in a revolutionary change, which will benefit the women. The women members will contribute one rupee per day and the total contributed amount will be Rs 365 crores per year and the government also will contribute Rs 365 crores. Once the members reach the age of 60, they will get a minimum of Rs 500 and maximum of Rs 2118 as pension per month. A woman member who starts contributin to the scheme at the age of 18 will get a pension of Rs 2,118 as soon as she reaches 60 years of age. Along with the pension, insurance cover will also be provided to the beneficiaries through Aam Aadmi Beema Yojna.

A SHG woman named Manikyamma from Kadapa district, after appreciating the programmes of the chief minister requested him to ban liquor in the state. The chief minister replied saying that it will not be fruitful when government takes a decision forcibly and it would lead to illegal business and it had failed when the last government tried it. The liquor menace can be curbed by creating awareness among the people. The government allotted Rs 10 crore in this budget to crate awareness by means of advertisements, said the CM.

PRP moves HC for common symbol

The Prajarajyam Party filed a petition in the A P High Court on Wednesday seeking a direction to the Election Commission of India to allot Rail Engine as party's common symbol for the purpose of contesting in the ensuing general elections in the state.

Allu Aravind, the party's general secretary filed this petition finding fault with the decision of the commission which rejected its plea to allot a common symbol earlier. He cited the example of TRS political party which was given a common symbol by the elction commission in 2004 and sought a similar treatment for PRP also.

In a country where majority of the voters are either illiterate or semi-literate, the essentiality of a common symbol to all the candidates of a political party irrespective of whether it is recognised or registered, is indispensable, Aravind said in his petition.

In fact the number of members who joined our party within a short span of time ever since its launch is more than 50 lakh and the cream of leadership from various political parties too have joined us and this is definitely more than the 6 per cent votes required for allotting a common symbol, he said. Maintaining that there is no rationale in the stand taken by the EC, the PRP general secretary wanted the court to declare the rejection order of EC as illegal because it is vitiated by patent errors of law and jurisdiction.
