TDP seeks donations to face polls

With the election notification having been announced, the TDP has urged its supporters and cadre to make liberal donations to the party as it needs all the help to take on the ruling party.

Briefing the media after a three-hour long politburo meeting, party general secretary Kadiam Srihari and leader of the opposition in the legislative council D Veerabhadra Rao said the Congress party would not hesitate to pump in any amount of money to try and come back to power. "Hence, to counter it, the TDP politburo is appealing to all its supporters to donate liberally to the party fund. It had received Rs 5 lakh donation in the last one month but a lot more needs to flow in," he said.

The politburo also demanded that the state election commission to prepare a list of officials, who are not following the poll code and replace them with officials from other states if need be.

The TDP alleged that the district officials were not implementing the poll code effectively. Veerabhadra Rao said that revenue minister K Ramakrishna was still laying foundation stones and inaugurating buildings in Visakhapatnam district. When the TDP tried to contact the returning officers, they were not available and instead the party was told to leave their complaint with the MROs. In view of this, Rao said the CEO should punish the officials who are still working as "agents of the government," and replace them with efficient officials from outside state if need be.

The politburo also discussed the hurdles being faced in the process of seat sharing and appealed to the alliance partners not to announce individual lists lest it may add to confusion. He however denied that the Mahagarjana (public rally) scheduled to be held on March 9 at the Parade Grounds has been cancelled because of the failure of the alliance partners to arrive at an understanding on seat sharing.

Srihari said they were law-abiding parties unlike the ruling party. "We don’t want the local candidate to suffer on any account," he said. It would require huge resources to organise the meeting since the time available was too short and even it manages to make arrangements, the entire expenditure could be counted as local candidate’s expenditure. To avoid such complications and also in view of the fact that the alliance partners are participating in the rally being organised by former prime minister Dewe Gowda on March 12 at Benguluru, they felt that the Hyderabad rally be cancelled.

The politburo gave its clearance to the issues that should be included in the draft manifesto. The TDP would first release a concept paper indicating the important issues in the draft manifesto for a public debate in the next two or three days. The concept paper would be put for discussion for 10 days among the public and depending on the feedback necessary changes to the draft manifesto would be made, he added.

Congress to focus on rice scheme

Surprisingly, the Chief Minister, Dr Rajasekhar Reddy’s pet programme Jalayagnam (construction of irrigation projects) is not on the priority list of achievements that the Congress plans to play up in the coming polls.

The committee, which has been entrusted to generate publicity materials for the party, has decided to showcase only voter-specific issues.A survey report indicated that Jalayagnam, the massive development scheme taken up by the government with an overall investment of about Rs 1.50 lakh crore to bring one crore acres under assured irrigation facility, has not gone down well among the people as was expected by the government.

The survey report was placed before the Chief Minister and on his instructions the publicity committee has shifted its priorities to all the welfare schemes which are intended to benefit individuals.

The schemes include Arogyasri (health insurance) Abhaya Hastam (pension scheme) Indiramma housing, Pavala Vaddi (loans at 25 paisa interest) free power, reimbursement of tuition fee to minority students, BCs and EBCs and the Rs-2-a-kg rice scheme which are more attractive to voters and will fetch votes for the party in the elections.Positive publicity material, which is allowed by the Election Commission, will go on the air soon after the three-member screening committee of the Election Commission put its seal of certification.

Meanwhile, the Congress is starting its SMS poll campaign from Thursday. The party hopes to use this as a platform to inform people about its schemes and policies over the last five years.

Telangana Committee terms of reference announced

The state government has announced the terms of reference for the Joint Committee constituted to deliberate on the issue of formation of Telangana under the Chairmanship of State Finance Minister K Rosaiah.The Committee will work to identify the economic issues that propel Telangana sentiment and to examine the facts relating to employment, exploitation of resources, among others, and to examine the concerns of minorities in the proposd Telangana set up, state government sources said yesterday.

The status of Hyderabad Metropolitan area was also BF examined taking into consideration the migrant population, their concerns in the rest of Telangana (excluding Hyderabad) and to examine the issues relatig to Maoist and Terrorist activities in the context of proposed Telangana set up.

The Committee will work out the modalities for sharing of river water vis-a-vis the existing situation, infrastructure and service facilities at state capital - both state and central governments - elocation and consequential issues, to examine issues pertaining to existing demands for separate states by other regions of the state.It will also work out a strategy for the over all ad harmonious development of all regions in the event of formation of Telangana state.

Ban SMS campaign, Cong urges CEO

Irked by the SMS campaign launched by the Opposition parties, particularly the TDP, the Congress party on Tuesday submitted a memorandum to chief electoral officer I V Subba Rao seeking a ban on it.

The TDP in the name of "Save AP" has been sending SMSes, one of which reads: "In our state our lives and properties are under threat. We have to stop the looting by corrupt government. Elections are coming. Make the right choice and save AP."

The messages are a clear violation of the sections of the Representation of Peoples Act 1951 and people behind it are liable to be disqualified and punished according to law, the Congress team led by Rajya Sabha member M A Khan, MLC K Janardhan Reddy and R Padma Raju told the CEO.

The CEO said the committee constituted to examine the content of advertisments would look into the matter. The EC had already made it clear that SMS campaign should stop before 48 hours of the polling date.

Meanwhile, M Venkataswamy Reddy, general secretary of TDP in Kadapa district submitted to the CEO a report alleging lack of democracy in Kadapa parliamentary constituency.

EC to look into 'wholesale GO' issue

While political activity in the state has gone into top gear following the announcement of Lok Sabha and assembly election dates, the state secretariat seems to be in for a long unofficial holiday. Already, there has been a considerable fall in the number of visitors to the Secretariat and senior officials appeared to be more relaxed.

On the other hand, the office of the chief electoral officer has become the main hub of activity. The `Grand Alliance' partners had a meeting with CEO I V Subba Rao and reiterated their demand for action against the government for issuing 387 GOs after the code had come into effect.

Rao said chief secretary P Ramakanth Reddy had assured him that he would re-examine the GOs and if they are found to be in violation of the code, they would be withdrawn. The EC would also study the issue and take a decision in the matter, Rao assured them.

Meanwhile, senior officials on Tuesday said there was nothing wrong in the issuance of "GOs in wholesale.'' "For instance, if there is a marriage in our house most of the work is done at the last moment. So is the case with this," an official remarked.

Opposition party leaders K Vijayarama Rao, TDP, Y V Rao, CPM, K Ramakrishna, CPI complained against the chief secretary and the DGP alleging that they had transferred people of their choice, even though they had not completed three years of service, in order to rig the polls. They alleged officials were still being transferred even after the code had come into effect.

Rao told them that he would examine the matter and asked them to give in writing about specific instances that had come to their notice.

With regard to another complaint about Union minister of state for defence Pallam Raju laying a foundation stone, the CEO asked them to submit a written complaint. Among other demands made by the Opposition was that the Congress Tricolour and plaque of Indira Gandhi on Indiramma houses should be removed.

Meanwhile, former election commissioner K J Rao called on the leaders of all major parties and urged them to keep people with criminal and questionable background out of polls. Rao said political parties< should scrutinise the candidates carefully before giving tickets.

4.6L city voters may miss voting this time

The Greater Hyderabad Municipal Corporation (GHMC) said on Tuesday that over 4.6 lakh voters whose photographs were not made available to the corporation may not be able to vote in the coming elections Of the 30,04,998 voters in the 15 assembly constituencies falling within Hyderabad district, the photographs of 25,41,347 voters (about 84 per cent) were taken by the corporation staff in various phases. "It will not be possible for the GHMC to issue before the elections electoral photo identity cards (EPICs) to the 4.6 lakh voters whose photographs were not taken," GHMC additional commissioner (elections) Neetu Prasad told TOI.

The number of voters was decided as per the final publication of the electoral rolls on January 22, 2009. According to officials, 1.96 lakh voters got registered during the revision of the electoral rolls. "Of these, 1.2 lakh EPICs are ready and will be dispatched to the voters. The I-D cards of the remaining 70,000 voters will also be made ready in the next few weeks. However, the 4.6 lakh voters will have to sit out this elections," the officials said.

The corporation also has a backlog of EPICs to be delivered to the voters. "At least five lakh EPICs are lying in the municipal circle offices and designated photographic location (DPL) centres. While some were distributed in the Musheerabad, Secunderabad and Khairatabad constituencies before the byelections last year, the bulk of them remains to be distributed, the officials said.
In some localities, though many voters got their EPICs, fresh ones have to be issued as the constituency changed in many instances due to the delimitation exercise.

For example, many voters in Jubilee Hills were earlier voting in the Khairatabad assembly but will now fall under the newly-created Jubilee Hills assembly constituency.

TDP is proposing to include in its election manifesto.

The Telugu Desam Party is proposing to include in its election manifesto, a novel healthcare scheme for the poor that could be named after the party’s founder, N. T. Rama Rao.The scheme will do away with the “exploitative” provisions of the State government’s ongoing Rajiv Arogyasri programme that served to augment the corporate hospitals in the State to the utter neglect of the government hospitals, according to a senior Telugu Desam leader and member of the manifesto committee.
Wary of comparison

The committee met on Tuesday but is wary of comparing the scheme with the one named after Rajiv Gandhi.He said the Telugu Desam Party’s scheme modelled after a pilot project in Karimnagar district would strike a balance, ensuring that the poor get the best of healthcare even while strengthening the government hospitals.Several other unique schemes would be unfolded in the manifesto likely to be released on March 10.
Non-political panel

To address long standing disillusionment of the people with political parties in general and their unrealised manifestos, the TDP plans to create a non-political committee to monitor whether the party is implementing the promises it made before the elections.

CM wants TRS(N) leader Narendra to take on KCR

The Chief Minister, Dr Y.S. Rajasekhar Reddy, has urged the TRS(N) leader and MP, Mr A. Narendra, to join the Congress so that he could be fielded against the TRS chief, Mr K. Chandr-asekhar Rao, in Medak.This suggestion came up when Mr Narendra met Dr Reddy on Tuesday morning at the latter’s camp office to seek Congress support for his candidature in the Medak Lok Sabha segment.


As such, there are no formidable leaders from the Congress to take on Mr Chandrasekhar Rao, who is shifting from Karimnagar to try his luck at Medak. Sources said the Chief Minister pointed out that Mr Narendra could be fielded as a prominent BC leader if he joined the Congress.There was a long line-up of ticket seekers from the Congress at the camp office of the Chief Minister where he was closeted with his aide, Dr K.V.P. Ramacha-ndra Rao.


Though the Chief Minister has finalised the list of candidates, the flow of aspirant candidates is likely to continue till March 8 — the day the AICC screening committee will meet at Delhi and discuss the candidates’ list. Before that, the 11-member Pradesh Election Committee will meet on Wednesday in the presence of the AP Congress Affairs in-charge, Mr Veerappa Moily. Among those who met the Chief Minister on Tuesday were the actor-turned-politician Mr Satyanarayana. The wife of the late P. Janardhan Reddy also met the Chief Minister along with her daughter and son, the Khairatabad MLA, Mr Vishnuvardhan Reddy, and sought one more party ticket. Several ministers, MLAs MPs and senior leaders of the party met the Chief Minister to seek tickets. Later, they met the PCC chief, Mr D. Srinivas, also to seek his blessings.


Dr Reddy has almost finalised the list of candidates based on surveys conducted by three agencies with winning chances as the prime criterion.

Praja rajyam Party in a fix

The Praja Rajyam (PR) leadership has landed in a piquant situation as the EC has declined to reconsider the party’s request for allotment of a common symbol for the forthcoming elections to Assembly and Lok Sabha.

The PR is now exploring various options including sharing the election symbol of national party or a regional party of other States. But this may prove disastrous as it would “lose its identity” and would be forced to fight in the name of the party that agrees to give its symbol. Moreover, it would be forced to toe the line of the party which shares its symbol after the elections.

Senior PR leaders were unwilling to react to the development or as to what the party’s next course would be. The general refrain is “PR president Chiranjeevi has made his mark and the people are intelligent enough to recognise PR’s candidates irrespective of the symbol”.

When contacted, legal expert and PR’s Political Affairs Committee (PAC) member P. Shivshankar said they were studying the provisions of the X Schedule of the Constitution that dealt with instances relating to breaking up of two parties after contesting the elections together on a common symbol. Mr. Shivshankar said a concrete decision on moving the Supreme Court was yet to be taken.

At a press conference, official spokesperson J. Gautham said they had clear-cut fall-back options in such an eventuality but declined to elaborate. To persistent questions, he only said they did not want to reveal their alternative plans, keeping the opposition in mind.

PR for a common symbol for the elections

The Election Commission has once again rejected the appeal of Chiranjeevi’s Praja Rajyam for a common symbol for the elections.Sources said a six-page letter explaining the reasons for the rej-ection had be-en sent to the Chief Electi-on Offi-cer in Hydera-bad to be forwarded to the party. EC officials refu-sed to comment.The EC has said only recognised political parties are eligible for a permanent symbol while registered parties will have to choose from the ”free symbols” available.

In Hyderabad, the Praja Rajyam spokesperson, Mr Parakala Prabhakar said the party would move the Supreme Court for the symbol. He said, however, that the party had not received the communication from the Election Commission.There is no proposal to approach any party for its symbol. “We know it cannot be done. It was a crazy idea floated by someone, we are not responsible for that,” he said.

Praja Rajyam first list by March 10: Chiranjeevi

Praja Rajyam president Chiranjeevi on Monday said that the first list of the contesting candidates of his party in the ensuing election would be announced by March 10.Speaking to media persons at Achampet town in the district, he said there was no confusion about the selection of candidates.He said in fact he wanted to make public the first list on March 1 or 2 itself, but due to some unavoidable circumstances it was getting delayed.He brushed aside the news that only his relatives and family members have a say in deciding candidates to be fielded in the election.

“We are following all democratic norms in selecting the candidates. We have asked the district conveners of our party to submit the list of candidates who were aspiring to contest the elections from their respective constituencies and subsequently they will be short listed,” he said.Mr. Chiranjeevi said there was a chance to appeal to the Chief Election Commission once again on the issue of common symbol to his party in coming elections.Mr. Chiranjeevi said his government would pass resolutions in the State Assembly on creation of Telangana State and categorisation of SCs in the event of his party coming to power.

He said the Y.S.Rajasekhara Reddy government should take the responsibility for the present agitation undertaken by MRPS.This government had created hopes among the Madiga community on categorisation but deceived them.The PR chief said his party would ensure categorisation of SCs as a part of social justice.Referring to the comments of CPI (M) State secretary B.V.Raghavalu that if Mr. Chiranjeevi was serious about defeating the Congress, he should join the Mahakutami, the actor-turned politician said asking him to join the Mahakutami proved that they were weak.
Fourth frontHe said efforts were on with regard to formation of fourth front.

Asked to comment on the statement of BJP leader M.Venkaiah Naidu, who recently said that fourth front was nothing but an utopian thought, Mr. Chiranjeevi said that Mr. Naidu might have felt that more fronts in the fray would weaken their chances of winning.“There is nothing wrong in forming a fourth front when efforts are on for forming a third front why not fourth front,” he asked.Referring to the wordy duel between Telugu Mahila president Roja and Mahila Rajyam president Shobarani he found fault with both.Mr. Chiranjeevi said that he had already admonished Ms. Shobarani for her unwarranted personal comments. But he said Ms. Roja also indulged in character assassination.He said though she made personnel attack on his family members they did not seek an apology. “If Ms. Roja apologises, Ms. Shobarani also will apologise.”

“Where is Praja Rajyam” asked Telugu Desam president N. Chandrababu Naidu and claimed that the main fight in Andhra Pradesh was between his party and the Congress for the Assembly and Lok Sabha elections.

Welcoming the two-phase polling announced by the Election Commission, he said the countdown had begun for the defeat of the UPA government at the Centre and the Congress government in the State. He forecast that the Grand Alliance would come to power in the State, while the Third Front would form the government at the Centre. Pointing out the model code of conduct came into force with the announcement of the poll schedule, he accused the Centre and the State Government of having misused power by issuing numerous advertisements in the recent past.
Blasts A.P. government

Lashing out at the YSR government, he said as many as 5,000 GOs were issued in a month. In some cases, conditional GOs were issued on lands which were in dispute and the matter was sub-judice. On seat-sharing with the Left and the TRS, he said the process would be finalised in couple of days.On the Third Front, he said the leaders of Left and other parties would be attending a meeting at Bangalore on March 12 on the invitation of former Prime Minister Deve Gowda. It would be followed by similar meeting at Hyderabad. AIADMK and BSP were part of the front, he added.

Nearly two-thirds of the voters in Krishna district.

Nearly two-thirds of the voters in Krishna district will have to exercise their franchise in favour of a new face to represent them in the State Legislative Assembly in the elections that are going to be held on April 23.The total number of Assembly constituencies in the district has come down by one to 16 after delimitation. Malleswaram, Mudinenapalli, Kankipadu and Vuyyuru have been either reorganised into smaller constituencies or absorbed into neighbouring segments.
Familiar ones

Only the voters of Kaikaluru, Jaggayyapeta, Machilipatnam, Nuzvid, Gannavaram and Avanigadda are likely to see the sitting MLAs in the electoral race.Voters of the newly formed constituencies – Penamaluru, Pamarru, Vijayawada Central (Satyanarayanapuram) and Pedana – who do not have a sitting MLA will have to settle for a new face.Kankipadu, the second largest Assembly constituency in the State, has been cut into three pieces, conceding large portions of its area to Vijayawada East (Patamata).

Devineni Rajasekhar (Nehru), who has been elected from Kankipadu constituency four times, will be familiar to the voters of Vijayawada East that is a piece of his old constituency.Mr. Rajasekhar is being seen as a sure candidate of the Congress for the new constituency.The voters of Nandigama may be disappointed as their sitting MLA Devineni Umamaheswara Rao will not be in the race from there because the constituency has been reserved for the scheduled castes.

Vangaveeti Radhakrishna, who represented the earlier Vijayawada East as Congress MLA, has shifted to the Praja Rajyam Party and so has Buragadda Vedavyas, who was elected from Malleswaram.
Son in lineMylavaram MLA Chanumolu Venkata Rao passed away recently and his son Anil who is new to politics is in line.The electorate of Tiruvuru may not be fortunate enough to witness sitting MLA and Municipal Administration Minister Koneru Ranga Rao, who announced his retirement from active politics.His daughter Tantiya Kumari, Chatrai MPP, is aspiring to fill the void.

Rosaiah defends Telangana committee

Defending the committee on Telangana announced by the state government, finance minister and chairman of the committee K Rosaiah on Sunday said that it was announced not to decide on whether or not the state should be bifurcated.

It is meant only to examine the problems arising out of formation of separate Telangana, he said. Talking to media , Rosaiah said it is unfortunate that there was lack of interest in the parties like TDP, TRS, CPI and CPM to joining the committee. Still the government has to keep up its word.

CM had announced in the Assembly that he would constitute a committee to take the issue forward. "Identifying the problems, examining them and finding solutions is my job and I would try to find solutions," he said. "The committee would examine the problems arising out of bifurcation, sharing of assets between the two regions Andhra and Rayalaseema and the problems that might arise out of bifurcation," he said.

CM begins candidate selection

With the election schedule out, chief minister Y S Rajasekhara Reddy wants to complete the finalization of candidates for the Lok Sabha and assembly constituencies by end of the week.

Reddy decided to focus attention on the identification of candidates and spent the day at his camp office discussing the probable names to prepare a draft list to be ratified by the state election committee of the PCC on March 4. He was joined by his political advisor K V P Ramachandra Rao and later by PCC president D Srinivas in the exercise.

According to party sources, the meeting would continue on Tuesday as well. It is learnt that the there was no problem in regard to about 160 assembly constituencies. The Monday meeting discussed mainly about the probable names for these 160 constituencies. On Tuesday, they are likely to discuss about 120 seats where the number of claimants are more than two.

The list of 280 candidates would be placed before the state election committee of the PCC on March 4 and after it is ratified, Reddy would go to New Delhi and submit it to AICC.

It is also learnt that the chief minister reviewed the situation arising out of the agitation taken up by Madiga Reservation Porata Samiti (MPRS) activists with some party leaders from the Madiga community who called on him at his camp office. Reddy is understood to have told them that they should go to the people and explain to them how the Congress government had set the process of reservation in motion. The state assembly had passed a resolution recommending sub categorisation of Madigas.

Poll code ends advertisement war

The advertisement war between the main players Congress and TDP which has been using animations of animals has come to an end with the model code coming into effect.

Henceforth the state government cannot take any policy decisions and the leaders will have to strictly follow decorum in their comments made against their opponents.

State CEO I V Subba Rao said a task force is being constituted which would keep a hawk eye on the parties and the leaders. The tone and tenor of the speeches should be within the guidelines and mutual respect for opponents during public meetings and statements has been emphasised in the model code.

Rao said the Supreme Court had given certain direction in regard to the issue of television advertisements. Accordingly all parties will have to seek the clearance of election commission before airing them. Any violation of this would be treated as contempt of court.

In Andhra Pradesh, the committee to clear TV advertisements would headed by the additional chief electoral officer. The other two members will be joint collector of Hyderabad and deputy director of Doordarshan.

Defacement of public properties, putting up of banners, hoardings and posters on private properties is not permitted. Even survey results are also not permitted.

Extensive video coverage during polls will also be in place along with rapid response system and the citizens can bring any violation of the code and mistake in the electoral rolls. A toll free number 1100 is being set up for the purpose.

Rao said a meeting with all the political parties will be held on Tuesday explaining to them about the do's and don’t's during the campaign. The model code of conduct will be applicable to all the parties.

The SMS and e-mail campaign of the parties will also have to end before 48 hours of the polling. The citizens can complain about such violations at ceo_andhrapradesh@eci.gov.in.

TDP, Left to complete seat-sharing

The TDP and Left parties have decided to complete the process of seat-sharing in the next two days so that they can kickstart the joint campaign.

Leaders of the two Left parties met TDP president N Chandrababu Naidu on Monday evening and discussed the claims and counter claims being made by each party on certain seats. They also reviewed the arrangements being made for the joint public meeting by alliance partners on March 9 on the city outskirts.

Sources point out that the Left party was demanding about 35 seats each while the TDP was willing to share only 35-40 seats with the two Left parties. The TDP, Left and TRS are locked in a controversy over certain seats particularly in the Telangana region. In many areas in Nalgonda, the Left, the TDP and the TRS are having common claims. For example, the TRS wants to contest from Bhongir and Suryapet which are considered to be strongholds of the TDP. Bhongir is represented by Uma Madhav Reddy, wife of slain TDP minister A Madhav Reddy. Similarly, Suryapet also has been a TDP bastion till 2004 when Congress wrested the seat.

The Alair seat is presently held by TRS but TDP leaders are putting pressure to get it back. Former minister M Narsimhulu is the contender from this seat.

In the Krishna district and in the north coastal region, the TDP and Left are eyeing certain constituencies. The TDP is insisting that whichever party had won in 2004 should contest from the same seats and no fresh claims on these seats be made. In case of other seats, they should go by the number of votes polled by each party in the last elections, the image of local candidates and the winning chances. Any miscalculation could become advantageous to the Congress party.

But the Left is unhappy over the TDP's delaying tactics. According to the Left party leaders, they had mediated between TRS and TDP to break the stalemate and made TDP agree over the number of seats it would concede to TRS before TRS made the final announcement to join the alliance. But when it came to finalising seats for Left parties, TDP had been dragging the matter and testing their patience.

However, Naidu told the media that the issue would be sorted out in the next two days and a joint announcement would be made on the issue. The CPM state secretary B V Raghavulu also endorsed the view. He said, in case there are some seats where no agreement can be arrived at the state level, the central leadership of Left parties will talk to Naidu and take a decision.
